Routes, interchanges and/or intersections: This project will provide a route that will connect MO291 Hwy, to the North MO7 Hwy and N. Lexington intersection through Waters Rd and further connection from North MO7 Hwy to State Route EE Hwy. Three (3) intersections will be involved. Waters Rd is a current two-lane residential road that runs east/west providing access to MO291 Hwy from Jefferson Pkwy. It is planned to become a complete two-lane major collector that will run from MO291 Hwy to State Route EE Hwy.

Waters Rd extension is to be a complete street equipped with a Pedestrian/Bike route promoting non-vehicular traffic to and from local business and neighborhoods. It encourages motorists, pedestrians, bicyclists, and freight to use this route by providing better access to the business district (potentially help workforce development), local neighborhoods, and sustainable places. Primary users will be residents. It will decrease congestion, travel distance and time. Route connection will be from State Route EE to MO7 Hwy, to Jefferson Pkwy, and further to MO291 through Waters Rd. This project will connect local neighborhoods to stores that carry healthier food options, two (2) farmers markets, and a community garden, public health such as regional healthcare access (Cass Regional Medical Center), local public health agency (Cass County Services) and the promotion of healthy/active living by connecting direct access to a MARC listed senior center (Jefferson Pkwy).

Project Description: The intent of this project is to maximize capacity and decrease delay by allowing a smoother flow of traffic around Harrisonville. It will help increase safety through fewer collisions, and congestion by the connection of State Route EE, MO7 Hwy, and MO291 Hwy through Waters Rd. Although there are no identified conservation or green opportunities, there may be abilities to include BMPs during the design phase. This project will increase safety for residents by providing a faster and shorter travel distance for Police/Fire/EMS. Primary users will include motorists, pedestrians, bicyclists, and freight. The planned project will include 4 lane miles traveling east/west From MO 291 Hwy to State Route EE Hwy connecting local business in the commercial are to local neighborhoods.
Scope: Two (2) new lanes would be constructed from Waters Rd and Jefferson Pkwy intersection to State Route EE Hwy. This includes curb, gutters, and a Pedestrian/Bicycle path that will be provided along the entire length of the new extension. The construction phase will upgrade the existing asphalt road Waters Rd from MO291 Hwy to Jefferson Pkwy, including the intersection improvements at MO291 Hwy and Jefferson Pkwy, from two lanes with ditches to a complete street with curb, gutters, and Pedestrian/Bike path. The funding for this project would be provided by local agencies. Safety outcomes will occur during the construction phase, in the event that the section of Waters Rd from MO291 Hwy to Jefferson Pkwy cannot be improved to a complete street it will be improved to include paved shoulders and edge line/center line rumble strips.

Would cut the traffic flow at the 4 way stop by 50%

I can not see why some one would make that raod go through. 291 cannot handle the traffic. Waters is real narrow and already dangerous enough. With 7 hwy going through town like it does it would only make sense to start with 291 and extend a county road through like 227th. It would be more evenly spaced between 58 and 7hwy.
