Summary of Implement Dynamic Lanes / Managed Lanes on Regional Interstates (MO)

MARC

Project Number: 1577
Organization: MARC
Project Name: Implement Dynamic Lanes / Managed Lanes on Regional Interstates (MO)
City(ies), County(ies), State: Will involved a number of cities, KDOT, MoDOT and KC Scout and Ride KC
Routes, interchanges and/or intersections: Routes include several of the major interstate routes in the Kansas City Region, I-35, I-435, I-470 and I-29.
Primary Project Mode: Active Transportation
Supplementary Project Mode(s): * Active Transportation * Highway/Roadway )
Active traffic management (ATM) is the ability to dynamically manage recurrent and non- recurrent congestion based on prevailing and predicted traffic conditions. Focusing on trip reliability, it maximizes the effectiveness and efficiency of the facility. It increases throughput and safety through the use of integrated systems with new technology to optimize performance. With a greater level of awareness, travelers can make better decisions about when or if to travel, which route to take, and which mode to choose.
Project Purpose: * System operations and management )
Project Description: Implement Dynamic Lanes/Managed Lanes on major area interstates with multi-purpose traffic management gantries over the highway that can provide for dynamic lane assignments, lane management, variable pricing, variable speed limits, traveler information, bus only lane assignments, etc. to control access and actively manage traffic. Primary users / beneficiaries are vehicles and transit riders. In cases in which MARC is listed as the sponsor, local governments or other entities with land use jurisdiction would need to implement projects.
Scope: Implement Dynamic Lanes/Managed Lanes on major area interstates with multi-purpose traffic management gantries over the highway that can provide for dynamic lane assignments, lane management, variable pricing, variable speed limits, traveler information, bus only lane assignments, etc. to control access and actively manage traffic. Improved safety is anticipated by separating the managed lane from adjacent traffic and providing separate dedicated access treatments. Improved reliability along the corridor, which is a direct impact from Dynamic Lanes / Managed Lanes, will improve traffic safety as a result of reduced congestion and providing more information to the driver. Managed Lanes includes paying for the option to drive within the separated lane(s). Depending on the public’s view of and willingness to pay for this privilege, it may not be utilized as much as anticipated.
