Summary of I-49 Capacity Project (155th St. to North Cass Parkway)

MoDOT

Added or Amended by Amendment 4

Amended Project

This project has been amended in the following way.

Project Number: 1430
Organization: MoDOT
Project Name: I-49 Capacity Project (155th St. to North Cass Parkway)
City(ies), County(ies), State: Grandview, Belton, Raymore,Missouri
Routes, interchanges and/or intersections: I-49 from 155th St to North Cass Parkway
Primary Project Mode: Highway/roadway
Supplementary Project Mode(s): * Freight * Highway/Roadway )
This project will extend the third lane south from Grandview to the North Cass Parkway. This project will help alleviate congestion points in the corridor, improving vehicular flow and safety for travelers. I-49 is also a Tier 1 roadway in the statewide freight plan. This improvement will help freight move along this interstate corridor in a more efficient manner.
Project Purpose: * System expansion (added capacity) )
Project Description: This project is located in a rapidly expanding suburban area in the southern metro area. The rapid expansion of residential, commercial and industrial development in northern Cass County has lead to increased traffic volumes and congestion along the I-49 corridor. This project seeks to reduce congestion by removing a key bottleneck, reducing potential for ramp back-up onto the freeway, and improving travel times in coordination with plans put forward by local and regional agencies. We believe that reducing queues that impact the freeway and a reduction in congestion will improve safety along the corridor by reducing the crash rates and crash severity. The addition of capacity should also improve Goods Movement by improving the efficiency of freight movement on the interstate and access to and from the Centerpoint/KCS Intermodal Center.
Scope: When traveling south on I-49, the third lane is dropped just south of 155th Street. Alternately, a third lane northbound begins just south of 155th Street. I-49 has an ADT of 68,810 and a truck volume of 9,917. This section of interstate is the 12 highest in the urban area for crashes and congestion. It is clear that the system is at capacity during the peak travel times, so additional capacity is necessary to address the congestion and crashes.
Funding Source: MODOT
Total Budget in 2019 Dollars: $61,165,663 - Amended
Total Budget in Year of Expenditure dollars (YOE): $71,200,000 - Amended
Decade: 2020 - Amended
Application Score: 86
Constrained / Illustrative: Constrained - Amended
Priority: High - Amended
Adds Capacity: Yes

This project is definitely needed! I try to avoid it at rush hours because it is so bad. No time frames were given in the description, and I would be interested to know how it will be accomplished to minimize impact on the current congestion.

My family moved to raymore almost 6 years ago. I commute to downtown KC and my husband to Overland Park. Since moving here we have been saying that 49 needs to be three Lanes up to North Cass Parkway. This would reduce our commute time and general traffic frustration greatly! Thank you.

I couldnt tell you how many crashes Ive seen at 155th in the 12 years Ive lived in this area. I was floored when they didnt include this as part of the project a few years back. If I was a city/county official, this would be a no-brainer. Protect the public? Increase quality of life? Reduce congestion for my community? Lets do this one.

Please do this as soon as possible. Extending 49 highway to North Cass Parkway would make for a more smooth traffic flow, increase the quality of life for the people who rely on this commute, and most importantly should increase safety as the congestion of the highway should be almost eliminated by this change. I cannot imagine there would be a single negative to making this change, I believe everyone would be happy if this was completed.

Congestion on this section of road is terrible. During rush hour the road is well over capacity. I appreciate the plan goes to North Cass so that traffic would be able to flow well past 58 hwy. I truly hope this project is funded. This congestion. Is going to continue to get worse.

As a new resident of the lovely city of Raymore, the idea of extending the 3rd lane is music to my ears. Working in Westport, traffic is a daily struggle. Any improvement to the transit situation on 49 Southbound would be MUCH appreciated! (Wouldnt hate to see 58 Hwy expanded, too, but one battle at a time ;-)

Most of the traffic congesting at 155th street gets off at 58 Hwy. Making the third lane through until N Cass will definitely alleviate the bottleneck since traffic signifcantly reduces south of 58 highway

This is a project that is long over due. It is difficult to drive this corridor, especially south bound, after 2:00 PM on weekdays. The traffic entering south bound 49 from HEY 150 is a constant flow and so right lane interstate drivers try to move left only to be almost hit by far left lane drivers merging into the next lane by merging right because of the left lane going out. Other far left lane drivers are speeding excessively so that they can cut in front at the end of t lane Traffic back up is too common and last for about 2+ miles. Please fix this soon.

We need traffic law enforcement! Its the wild west on 71/I-49. Dont push the bottleneck down to Peculiar, solve it with actual ingenuity. Add a dedicated lane for motorcycles &/or HOV. Build a real deal 2 lane bycycle path parallel the highway and tie it into a loop around KC. Make it just wide enough for a bobcat to plow or cover it with perforated bent/domed plastic for year round use. There are so many good ideas out there, adding more lanes is not one of them. If you are really dedicated to building more roads for cars, How about you connect cast parkway to Holmes? And why is this name 2050, the stuff should have been done 10 years ago?

Three lane expansion to Class Pkwy exit is much needed for the residents and for the passerby. It would be best if the heavy traffic near 155 through 58 hwy could find some relief. This could decrease stress level during the drive home as much traffic drops off at 58 hwy.

I want to let you know that I have been in full support of this idea. I very much thank you for considering this part of the highway. It has been very long overdue since becoming I-49 and before. One of my first memories when my family moved into the Raymore/Belton area was the amount of traffic in the area between 155th street and 150 hwy back when that was just a two way street going into Kansas back in 2000, I can never forget the scene where even then there was traffic backed up all the way over that hill on 150 one time we stayed at the old Super 8 motel that sat in the vicinity overlooking that stretch where it goes down to 2 lanes remembering wow this is pretty busy. Now hwy 150 is very congested bringing on heavy traffic from Exit 177. Now with the trucks coming off that exit due to the new warehouses and industrial markets built up, it forces people to move over to the fast innermost lane thus causing a backup since the lane ends only a mile or so away. This causes many issues as you have 2 lanes merging in on the left side as well as 2 lanes merging on the right since I consider 150s ramp to be its own lane volume wise during rush hour causing many hazards especially with the amount of trucks and other vehicles merging on to the highway. I have seen many accidents as a result and it is one of the most dangerous routes due to this along with the fact that people have to accelerate up a hill along a curve which causes cars to slowly make their way as they merge into 2 lanes. This also leads to many near accidents daily due to the slowdowns due to the hill going up towards 163rd street exit 175. Back in 2009 I saw the bridge project at 163rd street had a glimmer of hope that the highway would be widened or at least have some room for future widening along the middle of the highway as it was done from 155th to 435, but at the time I believe the project was just for 155th street. So as I drove over the years I knew that the area would grow as the area was growing rapidly, seeing the traffic now I noticed the congestion lasting longer and now the congestion reaches up to Main street on some days causing people to take the Frontage roads and leading back onto 150 causing the backups. The ramp to 58 helped a little but because the 3rd lane did not reach there it did not help as a lot of the volume of traffic still goes along the stretch of road between 155th and 58 hwy. One thing that I have noticed is that this is one of the only spots that KCscout will report as having heavy congestion as an incident as well, giving an estimated clearance time, I usually will only see this for accidents or road construction not congestion. I just wanted to let you know thank you I appreciate you guys looking into this and I wanted to let you know my experiences. I hope you guys take this into consideration so that a lot of lives can be saved in case the worst happens. I know this has been thought about for a while but I really hope that you are able to do this. I think everyone would be very thankful for this proposal.

I used to drive that stretch of road every day, and now I only have to drive it a few times a week. That being said, I think that it would be a great idea to add the lane for at least the length stated. I’ve seen a few accidents happen because it’s so congested and people try to fly by everyone and cut people off. And in the summer it seems way worse

I am fully in favor of MDOT completing this proposal. There are several factors that are causing the issue: - The third lane ending. - There is a hill. - There is a curve that obscures drivers view as to what is ahead. - There is a southbound on-ramp from 155th Street. All of these contribute to the traffic being backed up to 150 Hwy or as far north as Main Street in Grandview! These issues exist on a day when the weather is good. Add in poor weather conditions, an accident, or just a stalled car and you can easily have traffic back-up all the past Main Street in Grandview or even to the Grandview Triangle! There have been so many accidents in this stretch of highway, too numerous to count. MDOT added the interchange at Cass Pkwy, MDOT added a long exit lane on southbound I-49 to 58 Hwy, and they replaced the overpass at Y Hwy. None of these solve the traffic issues that have plagued the southbound I-49 for many years! Please make this project happen as soon as possible. Hopefully, the traffic flow will not be impeded for too long as the construction of these changes take place. Changing the flow of traffic patterns in this way should decrease the amount of accidents in this area of I-49 and allow traffic to flow smoother. I’ll just add that I wrote to MDOT 15 years ago with this idea and they told me they had other ideas that would solve the problem. Their ideas have not worked. Extend the third lane!

The new construction project at 155 putting more warehousing on the old golf course are will bring more trucks to the 155th bridge. Every day there seems to be an accident as the merge lane and a curve in the road never seems to be a good combination. I realize that the construction will be horrible while going on and make things even worse and would hope if there were any way to speed the construction to completion it would be amazing to have the third lane all the way down. Knew there were lots of crashes but 12th highest is now BEFORE this new warehouse project opens.

Please fix add an additional lane from 155th to Harrisonville. Build a pathway that can withstand future expansion. It is already horrible we have had to survive with the current situation for a decade. The 58 bridge is bad enough, but it is torture to commute to/from bannister office complexes let alone most other places in the city. Reduce road ragw from left lane last second merges. Increase happiness by not having an artificially created bottleneck to multiple towns with populations over 10,000 people. Please. I moved here after suffering through I-435 construction, it is safe to say this upgrade will be worth it for all commuters and long distance semis traveling to and from Springfield.

I 49 is the immediate area of concern. The increased traffic going south creates a traffic nightmare. Making this 3 lanes to at least North Cass would help. This is extremely necessary and needed much sooner than a 2030 deadline. The bottleneck at 150 Hwy southbound to 155th is extremely dangerous. I believe this is necessary to reduce some of the congestion and reduce accidents. Everyone tries to push the limits in the third lane creating someone getting hurt. The 3rd lane should have been created when the new bridge over 163rd street was being built a few years back. Another area of concern is Kelly Road which goes between 150th and 155th street. This is a cut thru street and is narrow with drop off edges. If it could be made a little wider that would help a bunch. People take Kelly Road since the highway is always backed up. It is a short cut to Belton and Raymore. Not sure who would handle this change, Belton, KC or Grandview.

I total support adding a third lane. The traffic is terrible as well as increasing accidents because of not enough lanes. Please consider advancing this project quickly

During my evening commute I typically exit 49 south at 150 to avoid the bottleneck of traffic that is always present. Please consider addressing the issue ASAP.

I have lived in Raymore for 16 yrs and recognize it is a commuter city. My wife and I commute to Overland Park KS like many others. I have seen countless wrecks, road rage and close calls at this merger and what was once an exception seems like a bi-weekly occurrence. This needs to be prioritized before the planned warehouse and distribution centers are built between 150hwy and 58hwy. This area is growing at a tremendous rate and I49 needs to be expanded to 3 lanes down to at least Clinton to accommodate not only the warehouses, lake traffic during the summer months, but all of the growing commuter cities Raymore, Belton, Peculiar and Harrisonville.

The additional capacity is not only necessary to relieve congestion, but it is also a public safety issue. Please do this as soon as possible.

Additional lanes are required sooner not later. The dangerous 3 lanes merging to 2 lanes creates a driving nightmare. When work was being done on now I49, it was apparent the the traffic load was already exceeding capacity. Failure to plan ahead has created a nightmare for residents and traffic in south Kansas City, Raymore, and Grandview.

I make this drive daily to and from work. Traffic delays and backup stretch all the way north to Grandview Main Street exit on a daily basis. Widening the interstate between 155th st and North Cass parkway is necessary not just for convenience and efficient transport of goods, it is a public safety issue. The number of accidents in the stretch of highway has increased dramatically over the past several years.

I have been saying this needs to happen for years! It is always so congested in that area with how much the Belton area is growing. It would make it much safer for drivers too.

Belton Regional Medical Center relies on specialists from throughout the KC area. Widening the highway will allow for better traffic flow and help the patients of our community by allowing staff members and physicians to come to the hospital at all hours of the day & night easily, safely and efficiently. Very important project.

I think we should be looking at expanding public transit to these areas before go through the much greater expense of highway widening.

I support this project as the highway bottlenecks here and causes everyone to slow down. This definitely makes since and will create a safer highway.

"Improving" (adding) capacity to "solve" congestion only "improves" (increases) the capacity of congestion. Adding lanes wont solve the problem. If a commenter states that their commute is too long or slow, they should live closer to their place of work...theyre the ones that choose to live so far away. Throwing thirty plus millions of dollars at this project would be an absolute waste of money that could have funded a much greater number of small/low budget, high impact, and high return-on-investment projects.

This idea is good- Better would be to also extend the lane for on and off ramps between Hwy 150 to 155th street exit southbound. please move faster than 2030 for starting construction!!! and use Union laborers when construction does begin.

Why not make it 3 lanes down to Peculiar,MO at C/Jhwy exit? Still pretty heavy through there at peak times.

This project is needed, but IF it happens, all youll be doing is moving the problem further south. Drivers dont read/pay attention to road signs.
