Summary of Interstate 49/ Route 58 Interchange Enhancement Project

Belton

Project Number: 1240
Organization: Belton
Project Name: Interstate 49/ Route 58 Interchange Enhancement Project
City(ies), County(ies), State: Belton, Cass, Missouri
Routes, interchanges and/or intersections: Interstate 49/Route 58 Interchange
Primary Project Mode: Bridge
Supplementary Project Mode(s): * Active Transportation * Freight * Highway/Roadway * Transit )
The project includes modifications to the Route 58 and I-49 interchange, as well as improvements to Route 58, Powell Drive, Peculiar Drive, and the Outer Road. The project will improve traffic flow for all users in this developing part of town and includes the addition of sidewalks, bike lanes, and a shared use path. Increasing the capacity of this interchange will decrease traffic congestion allowing better connectivity between Belton and Raymore for motorists, pedestrians and bicyclists. The decreased congestion at the intersection will also lower the traffic backups at peak hours on I-49 allowing for better freight travel.
Project Purpose: * System expansion (added capacity) * System operations and management )
Project Description: The primary intent of the project is to address the congestion of the I-49/Route 58 Interchange. The major users of this intersection are motorists and freight; however, added sidewalks, bike lanes and shared use path, will increase usage by pedestrians and bicyclists.
Scope: This interchange has been studied by the Missouri Department of Transportation (MDOT) and a number of alternatives have been identified for improving this interchange. The redesign of the I-49/Route 58 Interchange will improve travel time for motorists, pedestrians, bicyclists and freight. The project will be approximately ½ of a mile long and will increase the existing lane miles by approximately 1.6 miles. Lanes will be added to the bridge and entrance ramps to increase the capacity of the interchange. The project will include edge line/center line rumble strips, medians, street lights, advanced warning signs, breakaway structures, signal back plates with retro-reflective borders, and pedestrian refuge islands as safety countermeasures for motorists. Additionally, new bicycle and pedestrian facilities will provide safe multi-modal accommodations where there is currently only a 5-foot sidewalk.
Funding Source: MODOT
Total Budget in 2019 Dollars: $45,000,000

This project really needs to be done, the overpass is congested as it is.

I highly encourage this change. The flow of traffic after 150 highway going south bound on I49 is atrocious. All because of a 3 lane INTERSTATE turning into 2 lanes. The interstate sits at a standstill. Ive seen way too many accidents due to this. All which can be avoided. Expanding this and the developing city of Belton roads would be a tremendous help to our city and its residents. The roads in Belton city limits need a huge upgrade. Ive only lived in Belton just shy of 2 years and nothing has been done for these roads. Our vehicles are taking a hit, in turn, so are our bank accounts!

Im worried about the congestion on I49 starting from 150 to 155th when it goes from 3 lanes to 2 lanes with 2 on/off ramps within a quarter mile of each other. Soon the Southview Commerce Center development will be done with a supposed number of 1,400 slotted jobs that will be adding to that congestion. Right now the congestion is terrible. When the the development is done, it will be unbearable.

I support changes to this interchange and for increasing lanes on I-49 southbound from Y Hwy. I live neared the west side of Belton. I drive to Martin City and Leawood/Overland Park for Walmart, Sams Club, and other retail shopping to avoid 58 Hwy.

I believe an improved exchange from I49 to 58 hwy should be made. I think the 3 lanes to two lanes after 155 should go to 3 lanes. As this causes accidents almost daily. Then it backs up to 150 hwy. and then the bridge should flow better. Keep in mind foot traffic across the bridge is frequent so that needs attention as well. 2030 is a long way away for this to happen I cannot imagine how bad its going to get after the new warehouse district is put in. Thank you

The intersection right by Mcdonalds is way too congested and its due to the chaos of the bridge. We need better system to filter cars through coming from Raymore to Belton and vice versa. Please fix this issue as any time you get a green light, you cant turn bc cars are trying to get to the other side of their light. Also, please make 49 a 3 lane highway all the way up til Peculiar as it cloggs up around 150th exit and creates 30 mins plus of traffic at times between 150 and 163

This is absolutely needed for the City of Belton! I live near ALDI in Belton and it takes me between 20-25 minutes to get to the Proce Chopper in Raymore. I work 34 miles away and it takes me 40 minutes-how can a mere 5me drive take 25 minutes?! It’s all due to the extreme congestion at I49 and 58 highway! I fully support the need for a change to relieve the congestion.

On the west side of I-49 eliminate the Peculiar Drive entrance to 58. Those drivers can take Cunningham Industrial Parkway. Move the light from the "McDonalds entrance" to Cunningham Industrial Parkway intersection. This alone would allow traffic to flow much better through that area. The East side is harder to alter because of the current commercial buildings and lack of existing roadways. From the east side to go south using Harmon Dr is a good way to go, but coming North on Harmon Drive and then left on 58 is a congestion point. One option is to eliminate northbound traffic on Harmon Dr past Burger King. Those drivers could take Dean Ave. The South Outer Rd on the north side of 58 is another chokepoint but since it has a hospital I dont think you would alter that roadway, but wrapping the road around the back of the car dealership and coming out on Aaron Lane would help spread traffic out along 58 highway. On the east side the problem is the lack of facing streets on the north and south side of 58. IMO, if you completed the work on the east side I think you would find all traffic flowing smoother through that intersection.

Yes... the I-49/MO-58 interchange needs tji be modified. Too many lights in too short a distance. Please please please avoid plugging in roundabouts! There one at 150 drives everyone nuts. Yes...I-49 needs ti be expanded to lanes to Peculiar at the very least. Down to Harrisonville would be better. I understand this is out-of-scope, but if needs to be prioritized. Yes... the interchange at I-49/162nd is also needing work. I understand it is also out-of-scope, but it should also be prioritized. I live on the east side of I-49 and work in KC. It is almost easier and faster go take I-470 easy and travel Grandview city streets than if is to take the interstate.

It’s an absolute nightmare. The timing of the lights is all messed up, especially for the amount of people traveling this route. 49 highway needs to be 3 lanes all the way to Peculiar instead of ending between 155th & 163rd. HWY 58 needs to be widened and the lights fixed. The lights need to be first priority.

I support the I49 project. Something NEEDS to be done. We lived in Belton for 9 years and the traffic congestion, accidents, and delays have only gotten worse as new businesses and population have moved to the area. We travel down this roadway daily, as we own a road side assistance company. With the heavy traffic and the congestion it makes it hard and dangerous to do our jobs to safely and quickly get broken down semis off the road. This project also needs to include 3 lanes all the way to Harrisonville, wider shoulders and increase the speed limit.

There are several areas of concern when it comes to traffic in Belton. Starting at 49 south between 150 highway and 163rd. You have 49 going from 3 lanes to 2 lanes and you have 2 on ramps within 1/4 mile of each other. It creates a terrible traffic jam. With the new industrial park being developed that will create more traffic. As far as 58 highway goes....there are a lot of stop lights which hinder traffic and it only being 2 lanes on each side does not help. It needs to be widened and the traffic lights need to be addressed.

The 58 and I-49 interchange has always congested traffic on our way to and from work. The volume of vehicles that pass through the area needs to be considered for this project proposal. Hwy lanes should not narrow to two lanes until after the 58 exit. Rush hour traffic backs up to the North miles before the exit ramp. I am happy to see this consideration.

Big problem is that you have people entering 49 South from 150 Highway and within a half mile you have the 155th street exit. Not soon after for whatever reason that will never make sense to me 49 South goes from 3 lanes to 2. Should have not had that happen until you atleast get past Peculiar. As for the original question . If your solution looks anything like what they have done in Lees Summit with a Divergent Diamond. Then Hell No I dont want it.

The congestion through here is crazy. I live on the West side of Belton and sometimes in the afternoons, it takes an extra 15-20 minutes to get through the stop lights on 58 near I-49. Such an inconvenience that if I am out running errands, there have been times I would rather drive out of my way to avoid it and take my business elsewhere.

I support a change to The highway project. Where highway 150 merges to highway 49 s, it also goes from being 4 lanes down to two. With a lot of people trying to avoid 435 this makes this highway so backed up and hard to drive through. Adding a lot longer commute times to a drive that a few years back was okay.

I definitely encourage this! We need to implement three lanes from exit 150 to Peculiar. Also the overpass between Belton and Raymore definitely needs some attention. I suggest we look at how Stadium Rd in Columbia, MO did there over pass. Traffic flows so much easier it used to be similar to Belton over pass before the developed the new overpass.

58 hwy is congested because it is the only real east-west passage between and into Raymore and Belton. I49 needs to be widened from 155th to North Cass. Lucy Webb needs to be connected to 179th and I49. N Case needs an extension out to 187th. This will relieve 58 by better utilizing Dean and Mullen.

The project is most definatley needed. Congestion is a serious issue for everyone. Please also consider adding a 3rd lane thru Belton to I49. If that is not feasible, please look at making the outside SB lane an exit only at 155th and then do a shifting taper to take the two inside lanes to line up with the existing thru lanes after the exit ramp. This eliminates the trap lane on SB and would improve efficiency and safety. Thank you.

I have worked the Lowe’s in Raymore for 13 years. This plan doesn’t adequately tell us what they are going to do to reduce the traffic congestion. Honestly the only way to reduce the congestion is to get rid of all of the stop lights that are every quarter of the mile near that intersection. Plus saying that it’s going to start 10 years from now you have no way of knowing what the traffic patterns are going to be then. It’s actually more important that you guys look at widening 49 all the way south to Harrisonville. And then you need to look at a flyover ramp going onto 13 to avoid the stoplight for all of the lake traffic. If you want to do this interchange, then let the public know what your plans will look like so then we can say whether or not they will be affective.

This is needed severely. The time constraints due to the inadequate number of lanes & poorly placed stoplights is a huge drain on the residents in this areas & our businesses. As a tax payer, it should happen & soon.

6/28/2019 8:04:39 PM

Laura Hotalling said...

Start with the timing of the stoplights - going northbound 71 to eastbound 58... Sometimes I have to sit through SEVERAL light cycles just to turn right! Intersection definitely needs improvement. Going from 3 to 2 lanes is a constant headache every day.

6/28/2019 8:32:06 PM

Lori Fox said...

The biggest issues in this area are that I-49 is too busy to just be 4 lanes wide, and that 58 is the only road that goes all the way through Belton/Raymore. If we had more intersecting side roads and more use of the outer roads, it would ease a lot of the congestion. Right now its the perfect storm of poorly timed traffic lights and no adjustment for growth. Please consider alternatives to the current situation.

What can I say not only does this intersection need immediate attention, so does I-49 from 150 to Belton Southbound as well. Not only that, highway 58 from Y highway East to Dean Parkway needs immediate attention as well,to start with Right hand turn lanes all along that route would greatly free up traffic flow by itself, Ive lived in this town 20 years, a trip into town use to take 5 or 6 minutes tops, now its easily a half hour on a good day, holidays try 30 to 45 minutes if not more, this whole route is something that needs ATTENTION NOW NOT LATER!! Thanks for the opportunity to be heard!!

As a life long citizen of Belton, I agree (and have thought for years) that something has to be done with the I-49 58 Highway interchange. Its worse than Intercity traffic with all the stop and go traffic. Im not asking for miracles, only a solution to a problem tha lt has been given Band-Aids for decades. With it being such a high traffic area, I know it would take a lot of time to do. Maybe adding 1 more lane each way would alleviate congestion.

The traffic congestion on 58 through Belton is really bad at certain times of the day & is much worse at I49 & 58. I can’t even imagine how bad it will be by the time this would be done in 10 years. The need should be anticipated & prepared for rather than waiting till the need arises & then start making a plan. I know it all has to do with available funds. It just seems like like it could be planned a little better.

As a Belton resident, I dread this entire area. Its slow moving and ultimately dangerous. I support this project and hope itll be approved and started quickly.

The Interstate 49/ Route 58 Interchange Enhancement Project cannot be done without the premise of the I-49 Capacity Project (155th St. to North Cass Parkway) being done. The Interstate 49/ Route 58 Interchange Enhancement Project needs to have room for the extra lanes pre built and ready for the I-49 Capacity Project (155th St. to North Cass Parkway).

I fully support revision of this structure and expansion of capability. Can we please time the lights appropriately through the area prior to the interchange so that traffic can flow smoothly? Traffic timing at this point is atrocious, with people backed up past the entrance to McDonalds all the time in peak time periods.

I drive this route multiple times daily between home and work & multiple other trips throughout the day for work. During the morning 8 a.m. commute to work is a nightmare due to the daily 1/2 mile long line of traffic trying to get onto I-49 Northbound. Then the noon lunch rush hour its all but impossible to get across hwy 58 or North ave. in Belton due to all the traffic backup. Then you can add the 4:00 pm till about 6:00 p.m. rush hour thats a total nightmare which is very difficult to get onto 58 just to enter the daily 15-20 minute traffic jam to get across Raymore to get home every night. A diverging diamond interchange like the one just constructed at M0-291 & M0-50 would be the best thing that could ever happen to this community. I also believe the 3rd lane of I-49 South needs to be stretched to go South to North Cass Parkway before merging back into 2 lanes. This are of Cass County has far and fastly outgrown the roadways & a projection date of 2030 is just insane to think we will have to endure this mess every day for an additional 10 more years. Its only going to get worse as Belton/Raymore keep growing.

This absolutely needs to be completed. Traffic across the bridge is terrible, especially during the afternoon.

The stop lights on the east side of 49 are the problem. If they were in sync for one I think it would fix part of it. And then get rid of a couple of the intersections and that should help also.

This project is extremely important for two of the fastest growing communities in the Kansas City region. The current traffic pattern is not necessarily conducive to the traffic we have not, let alone accommodate future growth in these two communities. I feel like this is a worthy investment to help us get ahead of what will be a nightmare scenario should action not be taken.

The traffic in Belton, Raymore, and further south is only going to get worse. We really need to go ahead and expand I-49. Also 58 with all the lights is a nightmare in the morning. Lets get ahead of the curve to help the traffic in this area.

Drive home from Front street in Kansas City to 155th is 40-60 minutes. 24 miles and the last 2 miles on 1-49 south takes 20+ of those minutes. I-49 Southbound three lanes needs extended to Cass Parkway. The need of adding Cass Parkway interchange due to the population exceeding 40,000 between Raymore and Belton with just three interchanges was realized but the bottleneck on the highway was not. They need to rename section of I-49 south leading up to the lane reduction as the ****s Parking Lot. Replacing **** with person that approved the 3rd lane ending before 58 hwy.

Please raise the priority on this project. There are many times you can’t get through there now so I can’t imagine how bad this would be in 10 years without some major changes. Try driving through there on a Saturday at noon. I have tried to leave Harbor Freight many times and the traffic back up never clears up enough to let me out. I would suggest a diamond interchange.

Our little town of Belton is growing so quickly that the roads are just too small anymore. Traffic in the morning and evening has become very hectic and involves giving yourself a lot of extra time due to sitting and waiting in lines of cars. Improvements to all of the are would make a huge impact for all local citizens and visitors

This is an urgent need and should be reprioritized given our population growth and a large increase of traffic from the various warehouse distribution centers being built between 58hwy and 150 hwy. In the meantime we need to reduce the number of streets that directly feed to 58 hwy, update 58hwy to 3 lanes each direction, time lights (including lights with sensors, Culvers) and introduce more turning lanes . The latter may be easier to accomplish in a shorter time span. in a shorter time span.

Please make this a priority project it would be so nice to take the exit from 49 to 58 southbound and not be afraid you would get run over by the cars behind you. There is so much congestion on the entrance ramp and exit ramps

This is a high priority interchange with a hospital located directly off the interchange. Accessing the hospital is challenging at certain hours due to congestion at the traffic lights. As a physician at the hospital, I feel it is important that everyone has safe, easy access available at all times to the hospital. This project should be prioritized with a goal of work done/completed prior to a decade from now.

Can you please make a good right turn lane from 58 onto the outer road- where the hospital entrance is? It is so difficult to turn right because everyone uses that to get into the on ram for highway 71 that it completely occludes the right turn lane into a HOSPITAL.

I support this project as I believe this will decrease accidents and make it safer for motorists, cyclists, and pedestrians to cross. I avoid this bridge to go to work and go a round about way. Also another individual noted looking out the windows that there appears to be a divot on the northeastern side of the bridge within the grassy area that looks like it could become a landslide.

I highly recommend this project. This area is always extremely congested and has been for many years. This project would make it easier/faster for our patients to get to the hospital especially when time is crucial. I travel 49 north to work and have to take an alternate route because I have to cross over 3 lanes to turn left to get to the hospital. It is very difficult to get over into the left turning lane due to congestion and people driving fast. It put me at risk for dangerous wreck. I have worked at Belton Regional Medical Center for 25 yrs and I have seen numerous wrecks on this bridge. This project is so needed to protect the people in this community, and anyone traveling to this community from possible fatal or life alternating events be it medical, motor vehicle accidents, pedestrians walking or riding bikes. Please help us keep lives safe!! Thank you
