Summary of Holke Road Improvements

Independence

Project Number: 1056
Organization: Independence
Project Name: Holke Road Improvements
City(ies), County(ies), State: City of Independence, Jackson County, Missouri
Routes, interchanges and/or intersections: The Holke Road Project would be a three lane design with curbs and bike lanes and sidewalks on both sides. It would start at M-78 Hwy and Swope Drive then south to Holke Road then east past several subdivisions and two athletic complexes to Jackson Drive. The intersections are Swope, Viking, Speck, Seminole, Arrowhead, Powahatan, Ringo, and Jackson Drive. This would better connect the Subdivisions south of Holke Rd. and the property north of Holke Rd. to existing bus stops on M-78 Hwy and to schools on Speck and east of Jackson Dr. There are also four churches, and three athletic complexes along and just north of Holke Rd.
Primary Project Mode: Active Transportation
Supplementary Project Mode(s): * Active Transportation * Highway/Roadway )
Holke Road is at best a 22 wide rural road but is shown as a major collector on our Comprehensive Street Plan and the Functional Street Class map. It would be a three lane design with Sidewalks and bike lanes. This would better connect the Subdivisions south of Holke Rd. and the property north of Holke Rd. to existing bus stops on M-78 Hwy and to schools on Speck Rd. and east of Jackson Dr. and four churches, and three athletic complexes in the area.
Project Purpose: * System preservation, rehabilitation or replacement * System operations and management * Ecosystem Restoration )
Project Description: This section of Holke Road is an east west Major Collector by classification but currently is a rural road that acts as a connector for several subdivisions to the south and many rural homes between Holke Road and M-78 Hwy and connects them to M-78 Hwy for east west travel and Jackson Drive for north south travel to commercial districts and schools and churches and athletic complexes and other Major Arterials. As a Complete Street project people could walk and bike to some of these locations as Jackson Drive has a sidewalk and a bike trail which also connects to medical facilities a hospital, restaurants, shopping centers and to the Little Blue Parkway and the Little Blue Trace Trail at several cross streets.
Scope: As a Complete Street it will better serve local vehicular traffic and the bike lanes and sidewalks could connect people to KCATA bus stops on M-78 Hwy. There are no sidewalks except at Seminole Dr.and Viking Dr. and the athletic club at the west end. The street is only 22 feet wide with some widening at subdivision entrances. Most of the Road has the required 60 Right of way. With a wider street with bike lanes cross walks and setback sidewalks on both sides, safety should be greatly improved. The existing culverts seem to be pretty wide but might need to be extended or replaced. With Curb and Gutters some additional storm systems will be needed.
