Highway 7 is a north-south principal arterial through the City of Blue Springs that connects multiple commercial areas and adjacent residential neighborhoods. The corridor currently accommodates vehicles, trucks, buses, and bicyclists. However, Highway 7 generally lacks pedestrian facilities, which limits and important transportation choice across and along the commercial corridor. Therefore, the City of Blue Springs will construct pedestrian improvements including sidewalks, ADA ramps, crosswalks, and traffic signal modifications along Highway 7 from US-40 to Liggett Road. Multiple RideKC transit stops along Highway 7 will also be upgraded. Sidewalks and associated improvements will be constructed on one side of the roadway to meet the needs of pedestrians and mobility aid users. If the vision for commuter rail to downtown Blue Springs becomes feasible, pedestrian access could be provided via a connection to the proposed Highway 7 sidewalk.

The Highway 7 corridor is a regional spine for the City and the Kansas City region with numerous commercial businesses located along the corridor. A missing component in revitalizing the corridor and remaining economically viable is safe accessibility for non-motorized forms of transportation. The project includes providing a safe path for pedestrians and upgrading traffic signals to accommodate bicyclists and pedestrians. Connections at intersections will be upgraded to meet ADA standards and dead-end sidewalks on side roadways will be tied into the Highway 7 sidewalk. If the vision of future transit service along the corridor and/or a commuter rail connection at downtown Blue Springs becomes a possibility, pedestrian access could be provided via a connection to the proposed Highway 7 sidewalk.
