Learn how to use the new ESF-15 Annex to the Regional Coordination guide to support your emergency public information needs. Emergency Support Function (ESF) annexes are standard appendices to emergency plans identified by FEMA as part of the National Response Framework. The Regional Homeland Security Coordinating Committee recently approved the new ESF-15 annex, which includes:

  • A base plan that describes the system, structure, and processes for regional emergency public information coordination in the event of a large-scale emergency.

  • A mutual aid appendix that outlines formal and informal mechanisms for regional mutual aid, including titles, descriptions, and recommended qualifications for staff with PIO-related duties.

  • A messaging toolkit that provides pre-identified messages for likely threats, a system for coordinating the development of new messages, sample social media posts, and templates for press releases.

  • Information on WebEOC and other web-based applications and platforms that PIOs can use to support Emergency Public Information, including social media.

  • A regional Joint Information Center (JIC) plan that includes procedures and guidelines for initiating a regional JIC, exchange of relevant information within the JIC structure, identification and sharing of available resources, and development and dissemination of common messages.

This training will also cover the new EMSERR (Emerging Media Strategy for Response and Recovery), which includes tools to plan for and respond to social media during a crisis. EMSERR is based on the highly successful model used to monitor and respond to social media messages during the 2012 Major League Baseball All-Star Game held in Kansas City.
